Billy and Winky are living in the Longview/Gilmer, Texas, area, where they have been for over 40 years. Billy is originally from Dallas and Winky is from the Houston area. They both met at East Texas Baptist College (now University) in 1961 and married in October, 1963.

In April 2009, Billy conducted his 1000th revival meeting over a 51 year ministry covering more than 30 states across the nation. He has kept meticulous records with 51 annual date books since 1958, detailing every place he has conducted revival meetings. In May 2009, East Texas Baptist University presented Billy with an Honorary Doctor of Divinity Degree. Billy and Winky not only schedule revival meetings, but hold many, what they call, "Sunday Go To Meetin's," which is a one day event that includes a mini-concert by Winky in the evening service, followed by an after-church program of Christian entertainment.

Billy is also a popular after-dinner speaker and gives much of his time to Christian entertainment, speaking at many banquets and special occasion dinners each year.

Winky serves as revival soloist in her husband's meetings and she speaks at a number of Women's Conferences and retreats each year.

The Foote's have two grown married children. Their son, Billy James and his family live in Amarillo, TX, where he is on staff at the Trinity Fellowship Church, continuing to write praise and worship music. The songs, " You Are My King," "Sing To The King" and "I Have A River" are now widespread favorites in praise and worship. Billy James and Cindy adopted Libby from China, Gracie Lu from Ethiopia and are in the process of adopting Sunny Eliza from Haiti.

The Foote's daughter, Wendy Tompkins, and her husband, Robbie and their daughter, Brooke, live in Gilmer, Texas and are involved in land development also and work with Billy..
