Billy and Winky live in the Longview/Gilmer, Texas, area, where they have been for almost 50 years. Billy is originally from Dallas and Winky is from the Houston area. They both met at East Texas Baptist College (now University) in 1961 and married in October, 1963. On October 26, 2013, they celebrated their 50th wedding anniversary.

In April, 2009, Billy conducted his 1000th revival meeting. These were all multiple day meetings in 30 states across the nation. He has kept meticulous records with annual date books since 1959, detailing every place he has conducted revival meetings. In May, 2009, East Texas Baptist University presented Billy with an Honorary Doctor of Divinity Degree.

Billy and Winky not only schedule revival meetings, but hold many, what they call, “Sunday Go To Meetin’s”, which is a one day event where Billy preaches both services, with Winky Singing and includes a mini-concert by Winky in the evening service, followed by an after church program of Christian entertainment by Billy.

Billy is also a popular after-dinner speaker and gives much of his time to Christian entertainment, speaking at many banquets and special occasion dinners each year.

Winky serves as revival soloist in her husband’s meetings and she speaks at a number of Women’s Conferences and retreats each year.

The Foote’s have two grown children. Their Daughter, Wendy Tompkins and her husband, Robbie and their daughter, Brooke, live in Gilmer, Texas, and are involved in land development.

The Foote’s son, Billy James and his wife, Cindy and their three daughters, Libby, Gracie and Sunny live in Amarillo, Texas. Billy James has written many praise and worship songs such as "You Are My King," "Sing To The King", and "You Are God Alone" that are widely used across the nation.

Billy and Winky have authored two books, “Troubles? You’re Not Alone!” and a devotional book, “Applying God’s Word From A - Z.”
